On Tuesday, 3 June 2008 the Lawton City Council held a special meeting. Among the many things that was discussed was the rising water bill. It was suggested by Ward 3 Councilperson, Janice Drewery, that an additional fifty cents be added to the water bill as an Emergency Reserve.
While I think the city has not always done a perfect job with the tax money they get, the job of running a city is not easy. I for one would like to applaud Ms. Drewery on this proposal. While it was defeated, it did show me that some members of the City council are trying to take steps to prevent rising cost in the future and to prepare for unforeseen problems.
I would like to see this come before the council in the future. An additional fifty cents added to my water bills, is not much considering it could be used for future problems. With that being said, I think that this is only a good idea if the use is narrowly defined by the City Council for the use in an Emergency.

Emergency Reserve
I believe the concept of having an ‘emergency reserve’ is a good idea – especially with the recent drastic increases in fuel costs, electric and natural gas prices. One possible snag is the use of the word ‘emergency’. Have you paid much attention to agenda items over the past couple of years? A very large percentage of the proposed resolutions have an ‘emergency clause’ attached to them. It tends to scare me that so many resolutions are declared as an emergency and must go into effect immediately, rather than go through the time between adoption and effective date of a routine resolution, or one that fails to get the required votes to achieve the emergency status.
Emergency Reserve
The reason, I would suspect, that the City Council has so many Emergency's is so that the code takes affect immediately as you stated. I think that emergency's are used more than they should be. I would hope that if the reserve is approved in the future, that its use be narrowly defined by the city council.
