Does it seems strange to you that the police department and the fire marshall would buy new office furniture by buying the furniture on several visits to a local retail store. The police department spent over $6,000.00 and each purchase was under $500.00 so that the furniture would not have to go out on bid.

The fire marshall spent over $2,000.00 using the same method.

Sounds like abuse of the bid process to me!
