RobertH... no idea who you are.... since you are in hidding.... but....
I have no agenda... none other than to serve the citizens of the county... not one city over another..... as to Lawton paying more taxes etc.... think you need to do some number crunchings.... will find Lawton isnt as big as it claims to be... Fort Sill numbers dont count as property owners... nor do those who live outside city limits but are counted since the zipcode is what is used to count population... its a system called ZCAT... zip code area tabulation. devised and used by the Census bureau..... my zip for instance is 73507... yep.. downtown Lawton but my home where I live is about 2 miles west of I44 and a mile north of Fort Sill off hiway 49... as are many other folks living in the rural areas but we are considered as being a number of the popu;ation figures for the city of Lawton......so that number is in actuallity totally incorrect.if you get a copy of the master addressing guide for the county you will quickly find what I am saying is true.... but is easier to believe our very highly intelligent qualified politicians as the local media makes them out to be.... You forget or are not aware that governement is set up in the state at 3 levels.... state,county and city.this is for an orderly process of governmental process at each level.... and property taxes by far goes to the school system first... then a small millage is taken for county general funds. But one big thing you totally ignore is just about every county citizen pays Lawton city sales taxes.... so when you look at the numbers the tax deal pretty much equals out and its absolutlety totally of no consequnece to be used in determing who is more important ... no city resident has more priorty than a rural resident. That is one of the most assinine reasonings that is promulegated by the politicinas here in this county. It has never been raised by Oklahoma or Tulsa countys and they sure are one heck of a lot bigger than this one. Take a look at how the county is set up by its districts and you will see why and how this thought process came about... each district is to be set in the year of the census and the county is to be divided into 3 equal parts by population. Compare every other county in Oklahoma and then look at the district map of Comanche County.... It is the only county in the state that has one district completly made up a majority of its largest city.BTW... they call that gerrymandering.....you do remember your American history I am sure... or hope so.... but if need be let me know and will explain that process to you.... ....and by law there is no such districts named central,eastern or western... they are to be numbered one,two and ,three....so this little deal of Central Command....crooked commissioners of a few years back came up with that deal.... And your idea of one police,jail 911 and all else..... heck.. why not just change the name of the county to Lawton. then the county will be one big city.... run by some real winners... just think of all the urban renewal projects the city can be foisting on the people. And the diversion of funds they can play with.
As to David Pope..... well...... ask why he never had the trust authority deal on any county agenda until 7 May 2001. that was the day they signed it. But it never was made known at any time or how much it cost by the multi-national law firm from Tulsa who made it up....nor did you ever vote for the trust to be funded by the jail tax as is required by statute and that fact has been comfirmed by an Attorney Generals opinion.or Ask him why Jack Putnam who was the chief jailer of Tulsa county was contracted to be a consultant for the new jail even tho he was forced to resign from the Tulsa County jail since he was facing felony prosecution for "illegal activities". That case was sealed the same way the investigation of Popes was sealed by the DA over in Jackson County. And my case I filed in our county court was not dismissed by facts.... but was dismissed because the paperwork I filed did not meet the requirements of the state courts requirements. Funny thing about lawyers you know... they dont like to make the local DA angry by opposing the local politicos. Makes it hard for them to get DA agreements of their criminal defense contracts.OH yea.... ask who was the E 911 expert Pope hired as the first 911 director..... supposed to have been an expert from Oregon fully E911 trained and qualified.... seems since he didnt get the pay like he figured he was supposed to get he left the county employ and became the City of Lawtons city dump manager.But Pope told everyone he was an E-911 expert. Or does that go along with the little computer acronym... gigo... garbage in,garbage out?......another good question to ask is how Pope found a director for the county nutrition program sitting at a console in the 911 system.... think maybe he used the Rita Hayworth criteria?.... she was forced out later when lots of discrepencies were found. Ask also why he directed 19,000 dollars be taken form 911 funds to buy a Chevy pickup truck to be used by the tax assesors office when we had a contract to adress the county on going at the time. Or why he directed 10,000 dollars of 911 funds be given to the tax assessors office for labor and not one dime of those funds have been returned to the 911 system.
You make mention of the computer systems not being compatible with each other... easy to fix that.... just requires the commissioners to set up a County Budget Board under state title 19 and then they can hire an information technologist.....but then that would require all 3 commissioners to be working with the other elected officals in setting the county budget. Sure would take down the central command in a hurry.... again.. state laws... and do the right thing....but not here in this county.....yet..... but maybe will happen soon...one thing I wish to emphaize... every statement on this opage can be backed up by public reocrds... every bit of it.... I have copies of them and they are available thru the meetings agendas and minutes.... at one time they were available on line back to 1996.... but that super honest good man David Pope had them removed when he saw how easily they could be obtained by the average citizen. But little did he realize they are still on line if one knows how to search out the old web sites.... now it seems the latest minutes are also not being made available... have to see the county clerk for copies..... again... state laws just dont seem to be important to members of our governing body.......oh yes... read up on trusts...... make you cry when you see how they are simply a means to hide all sorts of crooked deals by folks..... and spend moneys recklessly and tax dollars squandered.
I would apprecaite your support in my election and hope you do vote for me. As an active military officer I took an oath to defend the constitution and obey the laws, for me that oath was the third time I did so and at that time I was commissioned as a Regular Army Officer. What that means is even tho I may be retired I can still be called up to serve my contry, but also, that oath still holds true until the day I die.
